You will remember that our earlier

correspondence leading up to the appointment

of Heathcote-Smith as Political Adviser to H.K. covered als0

sized two other questions, namely

(a) whether the post of Political Adviser

should revert to the H.K. Service at the

end of Heathcote-Smith's three year tour,

and

(b) other arrangements to enable officers of

the H.K.Service to establish and maintain

contact with the Embassy in Nanking and

Consulate staffs in other parts of China.

He F.O. On the first of these two questions you

were, I think, a little uncertain as to whether

the appointment of Political Adviser should revert to the Colonial Service after 3 years (see your (21) letter to me F.1264/376/10 of 3rd February).

We

left it therefore that we should defer coming to

a decision on this question for the time being.

Since then, however, it has been necessary to declare the post of Political Adviser a pension- able post on the H.K. Establishment, to enable

Heathcote-Smith to be appointed to it on temporary

/transfer
